Layne Raggio, PA-C, is a board-certified physician assistant with advanced training and extensive experience in surgical hair restoration. A New Orleans native, she earned a Bachelor of Science in Biology from Louisiana State University and a Master of Physician Assistant Studies from LSU Health Sciences Center in Shreveport.

Layne began her hair restoration career in 2020 with Bosley Medical Group, performing hundreds of FUE procedures and overseeing thousands of transplant surgeries as a clinical supervisor. Her expertise spans medical management, regenerative therapies, and surgical restoration, with a focus on natural hairline design and personalized, long-term treatment plans.

In 2024, Layne joined The Skin Surgery Centre as Clinical Operations Lead, managing three Mohs surgery clinics before launching The Hair Restoration Centre. She now collaborates with a team of double board-certified dermatologists and Mohs surgeons to deliver precise, natural-looking results for patients across New Orleans, the Northshore, and the Mississippi Gulf Coast.

Dr. LeBlanc is a double board-certified dermatologist and Mohs surgeon with advanced expertise in hair restoration. Born and raised in New Orleans, he received a B.A. in Human Biology & Bioethics from the University of Virginia after graduating summa cum laude from Jesuit High School. Upon returning to his hometown, he earned his medical degree from LSU School of Medicine in New Orleans, graduating with top honors, and completed his dermatology residency as Chief Resident at the Medical College of Georgia. He went on to train in Procedural Dermatology under world-renowned Mohs surgeon Dr. Gary Monheit, personally assisting with or performing over 2,000 complex surgical cases.

With a meticulous, detail-oriented approach and an artistic eye for natural results, Dr. LeBlanc specializes in advanced hair restoration procedures that restore both function and aesthetics. At The Hair Restoration Centre, he joins a multidisciplinary team dedicated to delivering precise, personalized solutions for patients experiencing hair loss across the Gulf South.

Dr. LeBlanc resides in Lakeview with his wife Ashley, his son Ian, and daughters Grace, Hannah, and Cate.

Dr. Elizabeth Foley Bucher is a board-certified dermatologist, Fellow of the American College of Mohs Surgery, and Clinical Assistant Professor of Dermatology at LSU. A native New Orleanian, she earned her medical degree from the LSU School of Medicine and completed her dermatology residency at the University of Massachusetts Medical Center, where she served as Chief Resident. She went on to complete an ACGME-accredited fellowship in Mohs Micrographic Surgery and Procedural Dermatology under Dr. Mary Maloney, performing over 1,000 complex surgical and reconstructive cases.

After several years on faculty at UMass and in private practice in Boston, Dr. Bucher returned home to New Orleans to join The Skin Surgery Centre and The Hair Restoration Centre, where she specializes in precision surgical techniques and advanced aesthetic reconstruction.

As an expert in Mohs surgery, Dr. Bucher is passionate about hair restoration as a natural extension of dermatology. Highly detail-oriented, she is uniquely equipped to restore both function and appearance, making her particularly well-suited for advanced hair restoration procedures.

Dr. Bucher and her husband, Mike, live in New Orleans with their two children.

Dr. Rougelot is a board-certified dermatologist, fellowship-trained Mohs surgeon, and hair restoration specialist. A Louisiana native raised in Covington, he graduated summa cum laude from Louisiana State University and earned his medical degree from LSU School of Medicine, where he held multiple leadership positions. He went on to complete his dermatology residency at Tulane University, serving as Chief Resident of Dermatologic Surgery and Cosmetics, followed by an ACGME-accredited fellowship in Mohs Micrographic Surgery and Dermatologic Oncology under world-renowned Mohs surgeon Dr. Gary Monheit.

With advanced surgical training and a focus on both precision and aesthetics, Dr. Rougelot specializes in medical and surgical hair restoration, delivering natural, lasting results. He is proud to serve patients across the Gulf Coast as part of the expert team at The Hair Restoration Centre.

Dr. Rougelot lives in Uptown, New Orleans with his wife Amy and two sons Julien and James.

Dr. Cox is a double board-certified dermatologist and fellowship-trained Mohs surgeon with advanced expertise in hair restoration. Born and raised in Mandeville, she graduated summa cum laude from LSU and earned her medical degree from LSU School of Medicine, where she was elected to Alpha Omega Alpha, the nation’s highest medical honor society. She completed her dermatology residency as Chief Resident at the University of California, Irvine, followed by an ACGME-accredited fellowship in Mohs Micrographic and Reconstructive Surgery at Scripps Clinic under world-renowned Mohs surgeon Dr. Hugh Greenway. She also received extensive training in laser and cosmetic dermatology with internationally recognized expert Dr. Edward “Vic” Ross.

Dr. Cox is a published author and experienced lecturer. She is a Fellow of the American Academy of Dermatology and an Associate of the American College of Mohs Surgery; she is also board certified by the American Board of Dermatology in both Dermatology and Mohs micrographic surgery.

Combining surgical precision with an artistic approach, she specializes in advanced medical and surgical hair restoration, delivering natural, lasting results for her patients.
